You get Tokens by reaching the highest vehicle tier and then choosing to 'Rebirth.' This resets your money but gives you Tokens in return!
You need to unlock the Token stages by earning a set amount of Money. Once you hit the required amount, you can rebirth to get Tokens!
Don't overthink it; get a ton of Money, then rebirth. Boom, Tokens.
