You can get toroids by farming in the Orb Vallis on Venus. Look for caves and areas around the Corpus bases.

I've had the most luck getting toroids by hunting the Raknoids in Orb Vallis. They drop them pretty frequently.

Just buy them from other players if you're too lazy to farm. Sometimes it's just easier!
