Make sure Steam Cloud is enabled for the game. Go to your Steam library, right-click Total War: Warhammer, select Properties, and in the Updates tab, check the 'Enable Steam Cloud synchronization' box.

Enable Steam Cloud sync in the Steam settings menu. Then, verify that the Total War: Warhammer saves are set to sync by checking the game properties.

By default, Total War: Warhammer saves should sync with Steam Cloud. If they don't, try disabling and re-enabling Steam Cloud for the game.

Never had an issue with Steam Cloud saves for Total War: Warhammer myself. Just make sure you've got it enabled in the game properties!
