Getting Trader Rylee as a vendor in your settlement in Fallout 4 is like finding a needle in a post-apocalyptic haystack, but fear not! First, head over to Longneck Lukowski's Cannery. You'll find Rylee arguing with the manager inside. After their chat, she'll be outside the cannery. Talk to her and you can invite her to your settlement. Make sure you have a level 3 trading emporium ready for her to man, or she'll just wander off!
