It's simple: get to level 8, then Tribal Island unlocks automatically. Make sure you're connected online.
To unlock Tribal Island, you just need to reach level 8 and have an internet connection. Once you reach level 8, the island will be unlocked automatically and you'll be able to join or create tribes with other players.
Just hit level 8 and Tribal Island will be unlocked. I've been able to create and join tribes easily once I reached that level.
