From my experience, just keep grinding those quests and battles for Yen, and reroll until you land Tsugikuni. Took me forever, but it feels so good when you finally get it!
You need to roll for clans using in-game Yen or Robux. Just keep rolling and pray to RNGesus for that sweet Tsugikuni luck!
Why bother with Tsugikuni? Just go dominate with whatever clan you get.
