You can get two special attacks on a Pokémon by using an Elite Charged TM on it. This allows you to add a new move without overwriting the existing one.

Just use a Charged TM or Elite Charged TM on your Pokémon to give it a second special attack. Make sure you have enough Stardust and Candy!
