Actually, the whole 'getting under Mama Dolce's' is overrated. Just stick to the surface quests and explore the world. There's plenty to do without going underground.
To get under Mama Dolce's in Fallout 76, you gotta complete the 'Feed the People' public event at Mama Dolce's Food Processing. Once you're in the event area, look for a hatch or a door leading underground. This is part of the questline, so follow the quest markers and they should lead you right to it. Happy scavenging!
