You can't directly buy V-Bucks with Steam money, but you can sell Steam game items on the Steam Marketplace, buy a gift card with that money, and then use it for V-Bucks.

I鈥檝e done this before! I sold a bunch of Steam trading cards, got some money in my Wallet, then bought an Amazon gift card and used that to get V-Bucks. Took a bit of time, but it worked!
