You gotta grind! First, get the regular Observation Haki at Upper Yard in Skylands (at least level 300 needed). Then, keep using it till you rack up 5 million EXP鈥攙oila, V2 Observation Haki unlocked!
Honestly, just play the game, use your Observation Haki all the time, and you'll eventually hit 5 million EXP. V2 unlocked. Simple as that.
From my experience, getting V2 Observation Haki means a lot of grinding! Get the regular version first and then just keep using it and leveling up. I got mine after continuously dodging attacks from high-level NPCs and bosses. Worth it!
