To get V3 Shark Race, first, buy the Shark Race from the Race Reroll NPC or get lucky with a random reroll. Then, visit the Alchemist NPC in the Green Zone to start the quest by collecting flowers (Red, Blue, and Yellow) at specific locations. Once you complete the Flower Quest, talk to the Alchemist again to unlock V2. For V3, talk to Arowe in the Secret Temple and complete his quest which typically involves defeating a Boss or collecting a significant amount of EXP.
Got Shark V3 myself last week! Buy a Race Reroll if you aren't already a Shark, complete the Alchemist's flower quest in Green Zone for V2, then do Arowe's quest in the Secret Temple to upgrade to V3. It's a bit of a grind but totally worth it!
