Actually, I managed to unlock the Vampire Sunflower after buying just a few Phenomenal Character Packs. It's a bit of a gamble, but focusing on those packs gives you a better shot, in my experience.

Simple: Grind those games, stack coins, hit the sticker shop. Vampire Sunflower won't unlock herself!
