You get Vasco pretty early on in Starfield. Just progress through the main storyline until you reach the New Atlantis section, and Vasco will join your crew automatically. Trust me, you won't miss him!
You don't need to worry about missing out on Vasco. Just keep playing and advancing the main quests. He's basically part of the starter pack in New Atlantis.
Honestly, Vasco isn't that great. But if you want him, you'll get him pretty early when you hit New Atlantis.
