You can't directly get Vertibird fuel in Fallout 76, as Vertibirds are not pilotable by players. However, you can summon Vertibirds through the Brotherhood of Steel questline where you get Flare Guns to call them for a lift. So, no fuel required, just some quest grinding!

There's no Vertibird fuel because you don't actually fly them. Bethesda didn't put in player-controlled Vertibirds, so no need to worry about fueling up. Just enjoy the ride!

Actually, Vertibird fuel isn't a thing for player use in Fallout 76. You get to use Vertibirds via quests, but you don't fuel them up yourself. Kinda like Uber, but with more propellers and less talking.
