Warframe doesn't have a 'drill' per se, but for mining ores and gems, head to Cetus on Earth or Fortuna on Venus. Talk to the mining vendors there for the appropriate tools!
You need a mining tool for extracting resources. Visit Old Man Suumbaat in Cetus or Smokefinger in Fortuna to purchase one.
I got my Nosam Cutter from Old Man Suumbaat in Cetus. It's great for mining ores and gems on the Plains of Eidolon.
