Just spam click the books in the Dungeon's shelves after beating Skeletron. Got mine in less than 5 minutes doing this. Easy.
Actually, sometimes you can snatch the Water Bolt BEFORE fighting Skeletron. Some bookshelves are reachable right at the Dungeon entrance. If you’re feeling lucky and want to avoid becoming Guardian chow, give the entrance a thorough check. But remember, it's a gamble.
