Whirlwind is a loot drop from the Winter Outpost dungeon. Just keep running it and hope it drops. RNG can be cruel, but hang in there!
Tip: Whirlwind drops more frequently in Insane mode on Pirate Island. Trust me, it took me 20 runs, but I finally got it!
