Make sure the console is powered on, and press the eject button on the front of the console. If that doesn't work, unplug the console and try gently tapping the disc tray with your knuckles.

If your Xbox 360 disc tray gets stubborn, try pressing and holding the eject button for several seconds. If that fails, a paperclip into the manual eject hole should do the trick.

I had this issue a while back. Unplug the console, hold it vertically, and give the top a firm tap鈥攚orked like a charm for me!

Sometimes it's just dust or debris. A quick blow of compressed air can sometimes help clear the tray and get it moving again.

Honestly, just get a paperclip, straighten it out, and insert it into the small hole near the disc tray to manually eject it.
