Hot take: Sometimes it's just faster to initialize your PS4 (Option 6 in Safe Mode), but remember this will erase all data. Backup first if you can!
If restarting didn't work, try the 'Rebuild Database' option. This can fix corrupted data causing the Safe Mode loop.
In my experience, manually updating the system software via USB can work wonders. Download the update file onto a USB drive from Sony's website, then select 'Update System Software' in Safe Mode.
