You need to have two Sims be romantic until their relationship level reaches Partner. Then, buy an engagement ring from the store, propose, and arrange a wedding to get them hitched!

First, make sure your Sims are in a romantic relationship! Keep them interacting with romantic actions until they're Partners, then engage them and finally, propose with an engagement ring. After that, just throw a wedding party and boom! Married Sims!
