Actually, you don't need to be friends on Steam to send a gift. Just use their email when you're at the gift purchase screen. Works every time.

Everyone's saying use the email, but don't forget you can also send a Steam Digital Gift Card instead of a specific game. Then the recipient can choose what they want. Flexibility for the win.
