To gift clothes in PUBG Mobile, just go to the 'Friends' menu, select the friend you want to gift, and hit 'Send Gift'! You can choose the clothes from there.

From my experience, gifting clothes directly in PUBG Mobile isn't an option. You can send UC or in-game currency to your friends and they can pick out their own clothes.
