Sorry to break it to ya, but you can't directly gift Steam Points to someone else. Steam Points are tied to your own account and are earned through purchases. The closest thing you can do is buy a gift for someone on Steam, which will then give them points. So, while you can't send points directly, you can still spread the joy with a thoughtful game or item gift!

I tried gifting Steam Points to my buddy for his birthday, thinking it would be a neat idea. Turns out, you can't directly gift Steam Points. What I did instead was buy him a game off his wishlist. He got the points from the purchase, and it turned out to be a great alternative!
