Gifting Steam Wallet funds is easy peasy! Just head over to the Steam Digital Gift Cards page, choose the amount you wanna gift, and select your lucky friend from your Steam friends list. Make sure both of you have been friends on Steam for at least 3 days, or else no dice. After that, just follow the prompts to complete your purchase, and boom, you're the best friend ever.

Honestly, you can't directly transfer existing Steam Wallet funds to another account. It's a bummer, I know. But, you can always buy a digital gift card and send it their way. Not as direct, but gets the job done.
