You can't gift Xbox Live points directly anymore, but you can buy an Xbox Gift Card and they can use it to buy points or whatever they want!

Grab an Xbox Gift Card from a retailer or online and send it to your friend. They'll be able to redeem it for Xbox Live points or other goodies!
