To give an affinity blessing, you need to have unlocked the Blessings Altar in a Relay. This requires having a Mastery Rank of at least 30. Just head to a Relay, find the Altar, and you'll see the option to give blessings!
First-hand experience here: Just unlocked MR 30 last week and went straight to the Relay. Found the Blessings Altar, and there it was—one click and everyone in the Relay gets the buff. It's a great way to spread the love and get some XP boosts for your squad!
