You gotta enable the developer console first. Once that's done, use the command `LevelUpBarracks #`, replacing # with the desired rank number. For example, `LevelUpBarracks 7` for Colonel.

Simply open the console and type: `LevelUpBarracks 7` to promote a soldier to Colonel. Easy peasy!
