Just head over to your house, click the house icon on the right, find the 'Permissions' section, and add your friend with the proper rights. Easy peasy!

Invite them to your house first. Then, go to the house menu and adjust their permissions for furniture use. Simple as that!

There's no point. Just organize the furniture yourself. It'll be faster and you'll get it done the way you want.

To give someone furniture permission in RoCitizens, you need to invite them to your house and then use the 'Permissions' button in the house menu. From there, you can adjust their permissions to allow them to move and place furniture.
