Use the Fabricator in your Cyclops or the Vehicle Upgrade Console in the Moonpool. You need the blueprint which you get from data boxes in the game.

Just cheat it in with the console command. Press F3, then F8 to unlock your cursor, uncheck 'Disable Console', press ENTER, and type: item seamothupgradesmodulemk1.
