You can go figure skating at the Snow Park! Build it after unlocking it in the 'An Alien Concept: Weather Machines' quest. Then just tap on the rink and get your skate on!

To go figure skating in The Sims FreePlay, wait for the Snow Park to appear during the Winter Wonderland seasonal quest and build it! Once built, simply tap on the ice rink and select the figure skating option.
