First, you need to get yourself a fishing spear from Fisher Hai-Luk in Cetus or The Business in Fortuna. Then, head to a body of water, equip your spear, and start fishing! Keep an eye on the fish shadows and throw your spear at them. Easy peasy, Tenno!
