How to enter the Simulacrum in Warframe?

You gotta have access to the Relays first. Head to any Relay (Earth's Strata Relay is a common choice). Once you're there, find Simaris' room—he's the Cephalon who runs the Simulacrum. Interact with the console inside his room and boom, you're in the Simulacrum!

Easy peasy! Just go to a Relay and head into Cephalon Simaris area. You'll find a console that lets you enter the Simulacrum. Have fun testing all your builds!

The Simulacrum is a joke compared to real missions. Just go to a relay, find Simaris, and use the console there. Boring but necessary.
