Easiest way to do this: Use an Android emulator like BlueStacks. Install TikTok on it, and then follow the usual steps to go live just as you would on your phone.
There's no native way to go live on TikTok from a PC unless you're using streaming software like OBS. Connect it with a stream key from TikTok's live studio feature.
If you really want the desktop experience, I'd say get OBS, link your TikTok account, and stream like a pro.
