Goku GT has a Level 3 Super move that lets him transform into SS4 temporarily. Unleash it by inputting the right combo, and you'll see the transformation.

Spoiler alert: You can't! SS4 isn't a permanent transformation in FighterZ, just part of Goku GT's special move.
