To get to Hotland, you need to first defeat Mettaton in the CORE. Then, exit to the southeast to enter the area.

Just keep following the main questline! Once you get past the CORE, you're basically at Hotland's doorstep.
You can reach Hotland by heading east from Snowdin, passing through Waterfall, and solving the puzzles in the CORE. Good luck!
From Waterfall, go east through the lab of Alphys and you'll find yourself in Hotland!
