To get to the Snow Park in Sims FreePlay, you need to reach Level 12 and complete the 'It's All Going Swimmingly' quest. Once you do, it'll be available in your town map!

Just level up to 12 and finish the 'It's All Going Swimmingly' quest. Bam! Snow Park unlocked.

From personal experience, Level 12 and completing that swimming quest got me to the Snow Park. It's worth it for the awesome winter activities!
