Check if you've unlocked the swimming ability! Once you have, jump in and press the charge button to get your flippers wet!
To swim underwater, you need to unlock the swimming ability first. After that, jump into the water and press the charge button to dive.
From my experience, you need to unlock swimming in Summer Forest. Once you do, just jump in and press Square (or X for Xbox) to dive.
Just dive, man. Jump in the water and hit that dive button. Boom, you鈥檙e underwater.
