Simply direct your cursor over the upper level and click on the ladder icon that appears. Your trooper will handle the climbing!

To climb ladders in XCOM 2, just right-click the tile at the top of the ladder while controlling your soldier. They'll ascend automatically!

Use the mouse wheel to change elevation, then click where you want to go. Easy peasy!
