Every time I've tried, blood kelp thrives nicely in exterior grow beds. Just plant the seeds and let 'em grow!

To grow blood kelp in Subnautica, just collect the blood oil from the Blood Kelp Zone, turn it into seeds, and plant them in an Exterior Growbed in your base. Easy-peasy!

You can't grow blood kelp, but you can grow blood vines using the seeds from blood oil. Trust me, I've been there.
