Just do a quarter-circle forward (down, down-forward, forward) and then hit punch. Easy peasy, fireball squeezy!
Quarter-circle forward, then punch. Bam! Hadouken!
D-pad down, twist it to forward, then press punch. Simple. (Execution on old-school arcade sticks though, good luck!)
