To hail a ship in Starfield on PC, simply target the ship you want to communicate with, and then select the 'Hail' option from the interface that appears. Make sure you're close enough, or you'll just be yelling into the cosmic void!

Basically, get on comms with the ship once you're in range. It's as easy as waving your mouse cursor at it.

Just press the button to open comms when you're close enough to another ship. Easy peasy space squeezy.
