To hard reset your PS3 Fat, turn off the console completely. Then, hold down the power button until you hear three beeps (this may take around 10 seconds), which will reset the video display settings. If you need to do a system reset, go to Settings > System Settings > Restore PS3 System. Choose either Quick Format or Full Format, depending on your needs.

From my experience, the fastest way to hard reset a PS3 Fat is to power it off, hold the power button until you hear three beeps, and then go into System Settings for a full restore if needed.
