Turn off your PS3 completely by pressing the power button until it beeps twice. Then, turn it back on and immediately hold down the power button until you hear three quick beeps to reset it.

Unplug the PS3 from the power source, wait about a minute, then plug it back in and restart it. This can sometimes resolve issues without needing a controller.
