From my experience, delete the entire save folder (usually found in the AppData folder on Windows). Undertale will start fresh!

For a full reset, you need to delete the system files: simply locate and delete the file named 'system_information_962' or 'system_information_963' in the Undertale save directory. This will wipe your game data completely!
