Press and hold the power button on Xbox One for 10 seconds. Once it shuts down completely, restart it. Worked like a charm for me every time.

Turn it off by holding the power button for 10 seconds. Disconnect from power for 30 seconds, then reconnect and turn it back on.

Easy peasy! Hold the power button on the front of the Xbox One console for about 10 seconds until it shuts down. Unplug the power brick, wait 30 seconds, plug it back in, and restart. Voila!
