Unplug the power cable from the back of the Xbox, wait for about 10 seconds, then plug it back in and turn it on. Works like a charm!

I've done this a million times: press and hold the power button on the front of the Xbox until the light goes out, then wait 10 seconds and turn it on again. Boom, hard restart achieved.
