You need to find a Cuddlefish egg first, which can be in the Deep Grand Reef, Dunes, Lost River, or Lava Lakes. Once you've found an egg, place it in the Alien Containment tank in your base. After a few in-game days, it'll hatch into your adorable new buddy!
