First, get your character into a relationship or get married. Then, select the 'Activities' menu, and you'll find the option to try for a baby. Simple as that!

Honestly, just hit 'Activities' and 'Try to Have a Baby'... A bunch. Someone might be very fertile, someone else not so much. Good luck!
