You can have a hobby by completing quests that unlock specific hobbies, and after that, just send your Sims to the appropriate locations or use the related items.

To start a hobby in The Sims FreePlay, build and complete the relevant building or area (like the Art Gallery for Painting), then assign your Sim to it.
