To have a second player join the fun as Tails in Sonic Mania, simply connect a second controller and press any button during the main menu. The second player will now control Tails, soaring through the game with seamless co-op action!

Just plug in a second controller while on the main menu, and Tails is yours to control. I've done it myself, and it's a blast playing together!
